In Cornwall, public transport is often labelled as inadequate, especially within rural communities. Due to the fluctuating population between the summer and winter months, as a result of tourism, bus services struggle to remain financially viable and routes are often cut during the off season, leaving members of the community stranded. This can result in rural communities facing barriers to accessing basic amenities; food, medical attention, and community engagement, and as a result, the associated positive mental health effects.


There are forms of public transport within rural communities as well as private and charity provision, but many are not practical, resulting in lack of use. In turn, this makes them unviable and leads to the services being cut. Cornwall Rural Community Charity (CRCC) have previously evidenced rural poverty and social isolation and would like to examine whether this could be alleviated if there was increased access to cost effective access to support, infrastructure, and family and community activities.


CRCC have created a project which will employ a full time Rural Transport enabler and a part time data analyst for a six month period to research into the specific needs of individual rural communities throughout the Penwith CAP area.


These roles will explore the travel needs within these communities and explore the barriers they are facing. They will look into whether the issue is one that is just perceived and the reasons people in these communities are being prevented from accessing services that are currently available. This research will act as an evidence base to look at sustainable practical solutions to rural transport in Cornwall to inform future intervention and solutions.
